Justin Gagnon is a Senior Managing Director at BLX. With over 22 years of post-issuance consulting and analytical experience, he serves as co-head of BLX’s arbitrage rebate compliance practice. As such, he oversees our national arbitrage rebate compliance production process and serves as a BLX liaison with Orrick’s tax group for technical and regulatory updates. In addition, Justin leads our program administration services practice group focusing on tobacco bond securitizations, as well as bespoke services for other complex debt structures.
He has a strong foundation and knowledge of federal tax law application in financial and programmatic modeling. His analytical work includes among other types, parity/pooled reserve allocations, yield period optimizations, arbitrage rebate projection models, and acquired purpose investment analyses. Drawing on his years of experience at BLX, Justin has represented some of the largest and most sophisticated issuers of tax-exempt bonds in negotiations with the IRS for the recovery of overpayments of prior arbitrage rebate payments. He is also a knowledgeable panelist on the subject of arbitrage rebate and yield restriction compliance.
